The Kremlin claimed on Thursday that Ukraine is running out of options to end the war as it faces its worst energy and heating crisis since Russia’s full-scale invasion, following sustained strikes on infrastructure.

Kremlin spokesperson Dmitry Peskov said Ukraine’s situation is worsening daily and that Kyiv’s room for decision-making is rapidly shrinking. With temperatures dropping to -17°C, Russian missile and drone attacks have left large parts of Kyiv without heat, nearly triggering a system-wide collapse.

Ukraine’s Energy Research Center said attacks on centralised heating systems in such extreme cold are unprecedented globally, noting that recent outages left up to 70% of the capital without heating.

As the invasion’s fourth anniversary nears, Moscow has maintained its demands for Ukraine to cede more territory, pressuring President Volodymyr Zelensky to accept Russia’s terms. Meanwhile, diplomatic efforts involving the US and Europe have stalled, with Russia rejecting revised peace proposals and warning against foreign troop deployments in Ukraine.
