Germany steps in to take over from US in military aid

Ukraine’s allies on Wednesday agreed to transfer over $45 billion worth of critical weapons and military material during 2026, setting a new record for international support against the Russian invasion, while the US under President Donald J. Trump notably made no aid contribution at all.

Fifteen member states participating in the 32nd round of the Ukraine Defence Contact Group, also known as the Ramstein Format, committed to delivering Kyiv urgently needed air defence systems, munitions, drones, artillery, and other military aid.

Some of these high-tech systems would be purchased from the United States under the PURL (Prioritised Ukraine Requirements List) program, a foreign military sales mechanism that allows NATO members to buy US weaponry for potential transfer to Ukraine at a 10 percent markup.

As has been the case since January 2025, the meetings and planned assistance included no US taxpayer-financed aid to Ukraine, reflecting the White House’s shift under Trump toward policies favouring Russia and opposing Ukrainian sovereignty. In a December 9 interview with Politico, Trump argued that Ukraine “is losing” the war and should accept a Team Trump-proposed peace deal requiring major territorial and population concessions to Russia, citing Ukraine’s limited negotiating leverage.

n stark contrast, the announced multi-billion-dollar support from other allies demonstrated strong opposition to any plan that would sacrifice Ukrainian sovereignty, with Germany making the single largest pledge of €11.5 billion ($13.47 billion) for 2026, focusing on air defence systems like IRIS-T missiles, drones, and artillery shells, including purchases of US-made Patriot missiles and overseas ammunition.

German Chancellor Friedrich Merz emphasised that Germany’s international influence and robust economy would not allow nuclear-armed states such as the US or Russia to dictate European security, signalling Germany’s determination to play a decisive role in supporting Ukraine.
