President Volodymyr Zelenskyy said Russia launched more than 1,700 drones, 1,380 guided bombs, and 69 missiles over the past week, crippling heating and electricity supplies in Kyiv during freezing temperatures.
He urged Western allies to provide additional air defence support, saying Russian attacks on energy infrastructure have made this winter the hardest of the nearly four-year war.
Speaking in Vilnius, Zelenskyy stressed that Ukraine needs air defence missiles daily and is working with the United States and Europe to strengthen protection of its skies.
Kyiv has been hit particularly hard, with around half a million people affected and more than 1,600 high-rise apartment buildings left without heating, according to Mayor Vitali Klitschko.
Sub-zero temperatures and repeated strikes have slowed repair efforts as residents shelter in metro stations during nightly attacks. Meanwhile, talks involving officials from Ukraine, Russia, and the United States in Abu Dhabi ended without a breakthrough, though Zelenskyy described them as constructive and said further meetings are expected soon.
