Russia has offered the United States a $12 trillion economic cooperation package, Ukrainian President Volodymyr Zelensky said on Saturday, citing intelligence findings.
Speaking during a closed-door briefing, Zelensky said Ukrainian intelligence identified the proposal, dubbed the “Dmitriev package” after Russian negotiator and sovereign wealth fund chief Kirill Dmitriev. Zelensky stated that Dmitriev presented the package to U.S. officials on American soil, though he did not specify when the meetings took place.
The proposal allegedly outlines a broad framework for economic cooperation between Washington and Moscow and could involve bilateral documents signed by both sides. The reported sum far exceeds Russia’s economic capacity, amounting to more than four times its projected 2025 GDP.
The development signals a renewed Russian effort to court U.S. President Donald Trump as Moscow and Kyiv compete for Washington’s backing amid U.S.-led diplomatic pressure for a settlement. Economic engagement has featured prominently in discussions during Trump’s second administration, including reports of sanctions relief.
In the meantime it has been reported by reliable sources that key U.S. business figures close to Trump have been in secret talks with Russian oligarchs over the exploitation of resources once the war in Ukraine has come to an end.
