Zelensky to travel to London while Europe’s leaders scratch their heads

Ukraine’s President Volodymyr Zelenskyy will travel to Downing Street on Monday for an in-person meeting with Keir Starmer, Emmanuel Macron, and Friedrich Merz to signal continued support for Ukraine.

Starmer plans to use the talks to address ongoing negotiations between US and Ukrainian officials on securing long-term postwar guarantees for Kyiv, according to some reports. The four leaders recently joined a virtual meeting of the “coalition of the willing” to discuss the possibility of a European peacekeeping force in the event of a ceasefire.

A European Council statement afterward backed comments that any future talks must start from the current line of contact. A draft peace plan developed by US and Russian envoys has sparked criticism for leaving Ukraine vulnerable, though Kyiv amended the proposal last month to remove some of Moscow’s harshest demands.

Meanwhile, Russia launched another large-scale drone and missile attack on Ukrainian infrastructure, prompting accusations that Moscow is trying to weaponise winter conditions. As US and Ukrainian officials continued a third day of negotiations in Florida, major disagreements remained over territorial integrity and deterrence measures. Zelenskyy said he held a constructive call with US envoys and is awaiting a detailed report from his negotiators as discussions on a possible peace framework move forward.
