Chinese President Xi Jinping has taken a hands-on role in shaping the country’s next five-year national development plan, which state media have described as his personal creation — underscoring its political significance.
In an extensive article published Saturday ahead of the Communist Party’s fourth plenum, the state-run Xinhua News Agency and the party’s flagship newspaper, People’s Daily, reported that Xi “personally led” the team responsible for drafting the plan’s framework.
According to the outlets, citing an anonymous contributor to the document, Xi “personally oversaw and guided the formulation of the proposal for the 15th five-year plan, investing great effort and energy, and playing a decisive role” in shaping its content.
